Summary
This Master's Thesis investigates the feasibility and designs the implementation proposal of an Intelligent Virtual Assistant (IVA) on the municipal website of Santiago de Compostela, with the goal of modernizing and centralizing citizen attention services. The study addresses the primary challenge of digital fragmentation in municipal services, which prevents agile and centralized access to information and procedures, resulting in avoidable in-person visits. Employing a multidisciplinary methodology that includes institutional analysis, literature review, comparative analysis of best practices (benchmarking), and a review of the regulatory framework (GDPR, transparency laws, AI Act), the results confirm the project's technical, legal, and organizational viability. The IVA offers immediate and automated responses in Galician and Spanish, promotes the inclusion of diverse user profiles, including elderly individuals with limited digital skills, and acts as a responsible public innovation policy. The model's sustainability is based on internal staff training, technological contracting, and European funding. This thesis not only analyzes the deployment but also proposes a replicable model for other local governments, demonstrating the potential of Artificial Intelligence for a more efficient, transparent, and citizen-oriented public administration, in line with the Spain Digital Strategy 2026 and the 2030 Agenda.

Summary
This study provides a socio-legal analysis of Electronic Administration (EA) in Spain and the European Union, addressing both the regulatory evolution and the social challenges arising from its implementation. Through a comparative approach, tensions are identified between formal regulation and social reality, where territorial, demographic, cultural, and economic factors may generate difficulties in the effective application of EA, posing a risk of structural exclusion. The analysis argues that EA should not be understood solely as a technical or normative instrument, but as a multidimensional process requiring an inclusive, adaptive, and flexible approach capable of balancing technological innovation, equity, and rights protection. Furthermore, the role of law as a tool for supporting digital transformation is highlighted: flexible, dialogical, and constantly updated, able to guide innovation without imposing or limiting it, ensuring that digitalization serves as an instrument for effective access to public services and citizen empowerment.

Summary
This Master's Thesis studies the role of local administrations in the field of agricultural and food development, based on a worrying trend towards deagrarianization in Galicia and the limitations of local governments' powers in this area. The study seeks to analyze, in particular, the situation of the potato sector in the Limia region. Specifically, it delves into the analysis of the municipality of Xinzo de Limia, as it is the local territory where this activity is particularly developed, serving as the economic engine of the area studied. In order to understand the reality of the sector and the policies that the local government could make for its development, it combines theoretical review, statistical analysis, and analysis of interviews with experts in the sector. The results reveal a decline in the potato sector, various problems and structural rigidity, and limited local powers. However, they also highlight a number of measures and policies that are considered viable for promoting the development of the sector.

Both formal and informal procedures within the policy cycle - agenda setting, adoption, comitology, and implementation - are analyzed, alongside the ethical and regulatory framework governing lobbying activities. The study integrates key theoretical models, from the insider-outsider logic to the concept of ´legislative subsidy´, offering a multidimensional perspective that encompasses structural, strategic, communicative, and ethical dimensions. A practical case study from the European Parliament in 2020 illustrates how these dynamics unfold in institutional practice. As a 6 ECTS Master's thesis, the research is constrained by time and resources, yet it contributes to a more nuanced understanding of lobbying. The work encourages overcoming reductive perceptions and recognizing both the risks and the democratic potential of lobbying in the European Union.

Summary
This study analyzes how Spanish media construct immigration as a public problem during 2024-2025, using the events that occurred in Torre Pacheco as a case study. The research examines 727 coded citations from 18 articles from El Mundo and El País, applying a theoretical framework that articulates Framing theory, Agamben and Mbembe's concepts of bare Life and Necropolitics, the Construction of Otherness, and the analysis of Disinformation and Conspiracy Theories. The results reveal that there is a framing that predominates in both media outlets. Additionally, five central migratory myths are identified: the criminal migrant,invasion pull effect,great replacement,they steal jobs, and welfare system collapse. The analysis demonstrates a systematic paradox: while integration processes are demanded, structural obstacles are simultaneously constructed that operationalize a denied citizenship. The main conclusion confirms that the public problematization of immigration fundamentally stems from stable discursive devices that distort empirical reality, rather than objective evidence. Threat frameworks, combined with emotional charges and persistent myths, legitimize logics of exception that transcend specific editorial lines, constituting a media common sense that naturalizes the exclusion of migrant populations and their descendants.

To conduct the study, a semi-structured interview was carried out with the current Executive Director of the Foundation, and available institutional materials were analyzed. Digital transformation has turned social media into fundamental spaces for international public diplomacy. This research analyzes the digital diplomacy strategies deployed by China on YouTube and TikTok, examining how official institutional actors and individual content creators differentially contribute to building China's national image. Using a comparative case study design that combines qualitative discourse analysis on ATLAS.ti, engagement metrics, and triangulation with European expert perspectives, content from state-run media (CGTN, China News Service) and individual influencers (Li Ziqi, Western expatriates) was analyzed. The results reveal a hybrid communication ecosystem where institutional actors deploy macro-narratives focused on national development and political legitimation, while influencers develop experiential micro-narratives that generate greater emotional resonance and engagement. The research concludes that China has developed a digital diplomacy model based on functional complementarity between different types of broadcasters, generating more robust cultural influence effects than traditional centralized strategies. These findings contribute to the theoretical development of international strategic communication and the practical understanding of digital public diplomacy.

This research analyzes the anti-feminist discourse promoted by Javier Milei, the current President of Argentina, within the rise of a new right-wing movement in the country. From a communication perspective, it explores how this discourse is symbolically constructed, which rhetorical strategies it employs, and how it impacts political language and public debate on gender. The study aims to understand how anti-feminism operates as a political strategy of ideological differentiation, symbolic delegitimization, and redefinition of the boundaries of what can be said in the public sphere. Based on this analysis it examines the challenges feminism faces in disputing meaning in a media and political context dominated by viral, extreme, and emotionally charged discourses.

To solve this problem the Spanish legislation collects several alternatives but all with low effectiveness to resolve the problem. A lot of this municipalities opt for building mancomunidades and consortiums with other municipalities for the provision of services, but this finishes increasing the public cost. Also it has tried to the equal that in north countries of Europe carry out a reform for the fusion of municipalities but did not attain his aims. This situation leaves us a panorama of uncertainty of face to the future and opens a debate on to where has to go focused the solution.

The present work focuses on analyzing female participation in elected position, whether legislative or executive, from 1995 to the present, both at the state level and, specifically for Galicia, within its autonomous sphere, as well as its provincial councils and municipalities. To achieve this, the study seeks to explore, among other aspects, the actual participation of women, its quantitative correlation with men, the proportionality between legislative and executive elected positions, and, if applicable, the alignment of this participation across different levels of government. To carry out this work, legislative compositions since 1995 have been collected and processed across the four previously mentioned levels of government, identifying individuals by gender. The results of this process yield findings that, in some cases, confirm beliefs and prejudices, while in others, they debunk them.

Summary
In recent years, rural areas of Galicia have experienced a marked intensification of agricultural practices characterized by extractive dynamics, driven by the ambitions of various economic and political actors to expand their market assets. This trend exposes the structural weaknesses of an agricultural system increasingly unable to confront the ecological and economic contradictions it generates. The expansion of vineyards in the municipality of A Estrada serves as a paradigmatic example of this logic of land accumulation and concentration. In response, this thesis advocates for a transition toward alternative agricultural models rooted in post-growth frameworks such as agroecology, degrowth, and democratic planning as essential pathways for achieving a just and sustainable territorial transformation.

Communication is present in all arar of our daily lives and is gaining increasing relevance in both businesses and public administrations as a means to reach their target audiences. The present master’s thesis focuses on institutional communication within local administrations, an area that has received very little analysis to date. More specifically, the purpose of this study is to examine the role of communication offices in Galician municipalities with more than 20,000 inhabitants. To this end, an empirical study was conducted through a questionnaire addressed to all Galician municipalities of this size. The analysis of the results made it possible to identify those municipalities that have a communication office and, subsequently, to examine some key aspects of these departments, such as their position within the municipal organizational chart, the staff that make them up, the functions they perform, and whether they take part in the strategic decision-making of local governments.

This Master’s Thesis investigates the relationship between emotional labour (EL) and perceived stress. The literature review focused on examining this relationship in the workplace, specifically within local government. The study pursued three objectives: (1) to assess employees’ emotional demands in their jobs; (2) to examine stress levels associated with job roles and requirements; and (3) to analyse the correlation between EL and stress. To this end, data were collected from 104 professionals working for Barcelona City Council, specifically in the social-services area, holding the following positions: administrative staff, educators, social workers and psychologists. These employees were chosen in order to study positions that regularly involve direct contact with people in vulnerable situations. Overall emotional labour showed a moderate-to-high level (M = 3.28 out of 5), accentuated in the “required sensitivity” dimension, which registered the highest mean of all dimensions (M = 4.56). Total stress reached a moderate-to-severe level (M = 2.36 out of 4) and exhibited a positive, statistically significant correlation with EL (r = .40; p less than .01). Among EL dimensions, “emotional dissonance” was the strongest predictor (r = .49), followed by the obligation to display “negative emotions” (r = .29). Women reported higher stress levels, and younger professionals perceived greater emotional demands. These findings contribute to a better understanding of emotional labour and its connection to employees’ stress levels. Accordingly, especially in work settings involving direct interactions with users, clients or patients, the results highlight the importance of developing measures and strategies that support public-sector professionals’ emotional management, given the high relational burden.

This dissertation analyses gender equality public policies in the Municipality of Melide, with a special focus on the 5th Equality and Gender Violence Prevention Plan. Using a qualitative approach that combines documentary analysis and an interview with CIM staff, the study demonstrates how a medium sized municipality has managed to consolidate stable equality structures, including the CIM, the Equality Department and the continuity of five consecutive plans, becoming a local benchmark in Galicia. At the same time, it highlights major challenges such as dependence on external funding, lack of human resources, insufficient systematic evaluation and the limited integration of feminist associations. The case of Melide is particularly appealing because it illustrates both the opportunities and contradictions of institutional feminism at the local level, positioning the municipality as a privileged case study to understand the advances and limitations of equality policies in rural Galicia.
