Selection, recruitment and working conditions

The selection and recruitment of research staff at USC follows the OTM-R (Open,Transparent and Merit-based Recruitment of Researchers) principles, that is, it is guaranteed through an open, transparent and merit-based process that the best person is selected for each position.

An OTM-R recruitment process benefits both researchers and the USC itself, guaranteeing equality, especially for under represented groups, and favouring international mobility.

The OTM-R principles are a key part of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, which calls on employers and research funders to establish recruitment procedures that are open, efficient, transparent, facilitative and internationally comparable, as well as adapted to the type of positions advertised. USC has established its own OTM-R Policy to ensure compliance with these principles. A Guide has been prepared as a complement to this policy, which summarises the access processes to the different categories of research staff.

In addition to the OTM-R Policy and Guide, the following includes all USC internal regulations and various websites detailing the employment and working conditions of research staff and research support staff at our university.

Following the recommendations drawn up in 2015 by a group of experts in Human Resources Management from the European Research Area (ERA), USC has prepared its OTM-R Policy and, as a complement, a detailed guide that facilitates access to the various selection processes for research staff, whether for their recruitment in the categories of permanent and non-permanent staff, or in the framework of time-limited R&D projects.

With the preparation of these documents, one of the recommendations of the HRS4R 2016 Action Plan has been completed.

The current Regulations for the recruitment of research and support staff in the framework of R&D&I activities and programmes were approved by the USC Governing Council in February 2020, and govern the temporary hiring of researchers and research support staff, as well as the creation of waiting lists for incorporation into the activities that finance these staff.

The current Regulations for the selection of permanent teaching staff were approved by the USC Governing Council on 27 September 2019. This regulation governs both the tenders for the selection of members of the State University teaching staff (civil servants) and the permanent contract teaching staff of the USC.

 

The Regulations for the recruitment of non-tenured teaching staff were approved by the USC Governing Council on 8 April 2019 and partially amended in February 2020. This regulation governs competitions for the recruitment of non-tenured teaching staff, as well as the creation of waiting lists to cover unforeseen, urgent and unavoidable teaching needs.

The Agreement on the professional classification and remuneration conditions of research staff and research support staff, published in the Official Gazette of Galicia (DOG) on 17 September 2021, is part of the regulatory corpus of the Registry of Collective Labour Agreements of the Autonomous Community of Galicia (Regcon) and is applicable to research staff and research support staff who fully or partially carry out research projects, conventions, contracts and agreements charged to the finalist funding managed by the USC.

The Agreement on the recognition of seniority for research and research support staff of the University of Santiago de Compostela, published in the DOG (Galician Official Gazette) on 26 November 2021, aims to recognise the seniority of research staff, research support staff and teaching and research staff recruited under human resources programmes at the USC.

The USC has an Occupational Risk Prevention Department whose aim is to promote the health and safety of USC employees. For this, it designs, implements and coordinates preventive action plans and programmes, assesses risk factors and promotes a preventive culture. The department's website provides information on risk assessment, training activities, procedures and forms.

The Research Career portal offers information on support measures and services aimed at facilitating the incorporation of excellent research staff into the USC and the development of their scientific careers. It is specifically aimed at researchers who are beneficiaries of any of the types of grants from the European Research Council (ERC) or the Ramón y Cajal, Marie Curie, and Juan de la Cierva programmes, and provides information on measures for scientific consolidation (support to make up a research group, Oportunius programme, etc.), the scientific environment of the USC (special centres, institutes, groups) and the ethical commitment and social responsibility of the USC.

The USC Research Portal has been created with the aim of disseminating, giving visibility and transferring the results of our Institution’s research activities to society. It also facilitates access to publications and research data, improving the reproducibility of research and contributing to the goals of open science . In addition, it establishes a link between funding and its results, thus providing an exercise in transparency while improving the institution's visibility and impact.
