Functions of the Governing Board:

• Approve the election of the Institute’s director, upon proposal of the Scientific Council, and after a favourable report from the CAE.
• Approve the removal of the Institute’s Director, upon proposal of an absolute majority of the members of the Scientific Council.
• Approve the Institute's budget proposal and programming.
• Approve the Institute’s annual activity report and financial report, and report on them to the USC Governing Council.
• Promote the funding and endowment of the Institute.
• Appoint the External Advisory Committee provided for in these Regulations and establish its running.
• Ratify the proposed admission of new members and approve their resignation.
Propose the amendment of these regulations to the USC Governing Council.

Functions of the Scientific Council:

• Propose the appointment of the Director to the Institute’s Governing Board.
• Approve the admission of new members of the Institute's scientific staff, with the prior report from the External Advisory Committee (CAE). This admission must be ratified by the Institute’s Governing Board.
• Propose the release of teaching and research staff from the Institute to the Governing Board, subject to a report from the CAE, if appropriate.
• Report on the programme proposals, the budget, the financial report and the report on the Institute's activities.
• Plan the Institute's scientific, teaching and technical advisory activities and to oversee their implementation.
• Report on the contracts of the Institute and its members.

• The convening of the Scientific Council, its presidency, the execution of its agreements and the common management of the Institute.
• The representation of the Institute within its sphere of competence.

• Proposing the appointment of the Institute's secretary to the Rector.
• The authorisation of annual budget expenditure.

• Advise the Institute’s Director and the Governing Board on any aspect related to the functioning of the Institute and its Scientific Agenda.
• Periodically assess the activity of the Institute and its research staff, and issue the corresponding assessment reports.
• Report on the interest of new members in joining the Institute.
• Report on the appointment of the coordinators of the Institute's units, if any.
• Assess the Institute's four-year action plan.
