The Office for the Analysis of Complaints (OAC) is the administrative unit in charge of processing administrative appeals regarding academic management:
- Appeal against resolutions of the deans (review of qualifications, changes in groups, exemption from attending class, recognition of Erasmus and SICUE studies and other procedures in matters of academic management delegated to these bodies) or of the department directors regarding extraordinary tutorial support.
- Appeal for reconsideration against resolutions of the Academic Management Department (admission to degree programmes -except admission to degree programmes through the Galician Inter-University Commission (CIUG)-, recognition of studies, validation of foreign studies, cancellations and modifications to enrolment, simultaneity, price exemptions, PhD, among other procedures) and the Student Grants and Services Department (subsidies for public prices).
Use of electronic media
The Regulation for digital transformation, electronic administration and Development of information and communication technologies of the University of Santiago de Compostela, approved by the Governing Council on 23-07-2021 (Galician Official State Gazette (DOG) of 31 August), states that "the members of the university community (students, teaching and research staff and administrative and services staff ) will be obliged to interact with the USC through electronic media for the procedures handled by this university".
Article 18 states that "in order to file appeals, withdraw actions or waive rights, it will be necessary to sign with recognised or qualified electronic certificates" - electronic National ID (DNI) card, certificate of the Spanish Mint (FNMT) or equivalent -.

Once the form has been completed, it must be signed using an electronic National ID (DNI) or authorised electronic certificate.
Other forms of submission
For those persons concerned who are not members of the university community or who for any reason cannot use the electronic signature, the appeal may be submitted at any of the following registries:
- At the Central Records Office, a unit attached to the General Secretary's Office of the USC.
- At the official registries of the General State Administration or the Autonomous Communities.
- At the Spanish Post Office, in the manner laid down in the regulations.
- At Spanish diplomatic representations or consular offices.

Basic regulations: Law 39/2015, 1 October, on the Common Administrative Procedure of Public Administration, articles 121 and 122.
How to proceed: By means of an application that meets the requirements of Article 66 of Law 39/2015, these requirements are: identification details of the petitioner, identification of the act being appealed and the reason for the challenge, identification of the electronic media, or failing that, physical place where the notification is to be made, place, date and signature of the petitioner, administrative unit to which it is addressed, as well as the other particulars required, where appropriate, by specific provisions.
Time limit: One month, if the act is specific. If it is not, the petitioner and other possible parties concerned may lodge an appeal for reconsideration at any time from the day following that on which, in accordance with their specific regulations, the effects of the administrative silence are produced.
Documents to be provided: All those you deem necessary for the defence of your argument.
Stages of the procedure: The general stages of the administrative procedure. It should be noted that a report must be issued by the body that issued the contested act and that interested third parties, if any, must be heard.
Resolution period: The maximum period for issuing and notifying the decision is three months. Once this period has elapsed without a decision, the appeal may be deemed to have been dismissed.
Appeals: No new administrative appeal may be lodged against the resolution of an appeal, except for the extraordinary appeal for review, in the cases established in article 125.1 of Law 39/2015.

Resolution period: The maximum period for issuing and notifying the decision is one month. Once this period has elapsed without a specific decision, the appeal may be deemed to have been dismissed.
Appeals: No new administrative appeal may be lodged against the resolution of an appeal for reconsideration, except for the extraordinary appeal for review, in the cases established in article 125.1 of Law 39/2015.
