The Governing Council

The Governing Council is the ordinary governing body of the University.

The Governing Council is composed of the chancellor the secretary general, the manager, the vice-chancellors, and 41 members of the university community.

The composition of the Governing Council is as follows:

  • The chancellor
  • The general secretary
  • The manager
  • The vice-chancellors
  • 41 members of the university community with the following distribution:
    • 25 representatives of the University Senate, elected by the corresponding sector from among its members, guaranteeing the presence of representatives of the campuses of Santiago and Lugo, with the following composition:
      • 8 members of the teaching staff with permanent ties.
      • 4 members of the remaining teaching and research staff.
      • 9 students.
      • 4 members of the administration and services staff.
    • 9 deans and school directors, with the presence of at least two from the Campus of Lugo
    • 5 representatives of department directors, one for each great branch of knowledge.
    • 2 representatives of the directors of university research institutes, directors of PhD schools and other university research structures.
  • 3 representatives of the Social Council who do not belong to the university community.

These are the competences of the Governing Council:

  • To create, change, and delete:
    • the departments, and decide on their affiliation to the centres and ratify the internal regulations of the centres and departments.
    • services and units to support teaching and research, promotion and assistance to the university community and general management and administration.
  • To create scales of administrative personnel and services not taken into account in the Statutes and establish their remuneration system.
  • To approve:
    • the general evaluation systems of the centres, departments, institutes, PhD schools and services of the University and its staff.
    • curricula.
    • the employment relationships of the teaching and research staff and the administrative and service staff of the University and to amend them, as appropriate.
    • collaboration agreements with other universities or public or private entities.
    •  the regulations governing study leave for the teaching and research staff of the University and to decide on the granting of such leave.
  • To appoint members of the selection committees for teaching and research staff.
  • To appoint a Review Committee to evaluate the complaints filed against the resolutions of the tenders for the selection of contracted teaching and research staff, except for PhD contract positions.
  • To elect their representatives on the Social Council.
  • To approve: 
    • the draft budget to be proposed to the Social Council.
    • the rules and procedures for the development and implementation of the budget, within the framework of those established by the Autonomous Community.
    • the distribution of credits between centres, departments, institutes, PhD schools and services.
  • To examine and accept the economic report and settlement of the budget.
  • To propose to the Social Council:
    • the programming project and its annual updates.
    • the creation or amendment of commercial companies, foundations or other legal persons and the participation of the University in entities already created.
    • appropriation to the public domain of university property and its reversal, as well as procedures for the acquisition and disposal of property assets.
  • To propose:
    • the limit on the number of places for the degrees and the procedures for the admission of students.
    • the appointment and, where appropriate, the recruitment of emeritus professors.
    • the appointment of honorary doctors.
  • To initiate the procedure for the creation and suppression of centres abroad that provide university education and agree on their modification.
