Despite their scientific and targeted work informing binding decisions or proposing quasi-regulatory recommendations on a wide range of crucial matters affecting Europeans’ everyday lives, the concept of “EU agency” remains quite strange to the average, EU-lay citizen. The food security standards applicable to groceries produced, transformed or sold within the Common Market; the homogeneous Intellectual Property and Trademark protection offered to industries, innovators and creators; medical authorisations allowing human trial or use of promising treatments for emerging health challenges; the standardisation of means and procedures within the transport and energy industries; or even the institutionalisation of cooperation in border control, have one thing in common: behind such transcendental actions that shape the Europe we enjoy nowadays, lies the indefatigable work of EU Agencies, determined to fulfil the mandate vested upon them by the European legislator. This manifest mismatch between the pragmatical importance of their duties and the acknowledgement of their significance has been reinforced by the sectorial character of academic and scientific production dealing with the topic. Although some authors have explored the creation of Agencies, the evolution of their competences, composition and mandates or their independence versus their principals, only a few have ventured to offer a general view positioning an assemble of 51 decentralised Agencies and Joint Undertakings vis-á-vis the rest of the EU Institutions, given the inherent complexity in categorising and locating these unknown organisations within the European institutional framework. In a context where only change and uncertainty seem certain, the agency phenomenon has proved to thrive and strengthen against all odds: while other Institutions are suffering an erosion of their legitimacy and questioning of their effectiveness as a consequence of a state of “permacrisis1,” Agencies, despite their immanent democratic deficits and absence of formal binding powers, have risen as effective, resilient and depoliticised organisational choices capable of providing stability within their fields of action. Given their quantitative and qualitative relevance, it is time to examine their nature, evolution, deficiencies and positioning with fresh eyes, moving from a traditional one-by-one scrutiny to the consideration of the Agencies as a whole.

In the digital age, the use of the internet and Information and Communication Technologies (ICT) are tools that have changed people's lives. The number of purchases, sales and contracting of services over the Internet is increasingly growing, with platforms that are used from different portable devices, which have made it easier for people to access a market of goods and services that cover your needs. By virtue of this, it is considered that trade has grown both nationally and internationally, since cross-border barriers have been reduced by the use of the Internet to access products anywhere in the world. This exponential growth of electronic commerce has resulted in countries having to adjust their legislation to guarantee the same conditions of consumer protection in an electronic medium. Therefore, international organizations have made recommendations for countries to implement legal mechanisms. that include this modality in consumer protection; in addition, many countries have taken these recommendations into consideration and have adapted them to their legal frameworks. In this sense, this research carries out a quantitative documentary review to understand the security mechanisms offered to consumers in commercial transactions by electronic means, the security protocols that are available, the recommendations that have been made. given through competent international bodies on consumer protection in electronic commerce, to finally review the legislation of the Republic of Panama and Spain, regarding consumer protection in electronic commerce. As a result, both countries have legislation that protects consumers regardless of the means by which they carry out their transaction and establish regulations on sales through online means.

This study aims to explore and analyse the complexities of the Israeli-Palestinian conflict through the lens of political dualism, investigating how the interplay between pragmatism and ideological alignment influences the geostrategic chessboard and, more specifically, how this tension impacts the diplomatic positions and strategies of the main actors involved in this dispute with millenarian origins. The main focus is not only on examining the pragmatic strategies implemented by the actors involved, but also on understanding how ideologies and cultural identities have impacted on the alliances and postures adopted in the conflict. It seeks to identify how these interdependent dynamics of dual interests have influenced political and diplomatic decisions, and how they have shaped the narrative and actions of key actors in the conflict, supplanting the importance of domestic politics in shaping the foreign policy of modern states. Through a multidimensional and critical approach, it aims to trace the historical, political, and geopolitical elements that have contributed to the complexity of this dispute. It will also seek to identify the intersections between pragmatism and ideological alignment, highlighting how these aspects have been driven, challenged and redefined international relations in the context of this long-standing conflict, and especially with the advent of a new strategic agenda for the region, driven by US President Donald Trump, embodied in the Abraham Accords.

When we face the question of what it is VAT fraud? We jump to the obvious answer of tax avoidance or tax crime. However, as we try to approach to this tax phenomenon, we quickly realised that VAT fraud is a too much wide concept to be studied as a whole, there is a need of fragmentation and specification to fully understand what VAT fraud as a crime is, particularly as a serious and organised crime. Consequently, after a general approximation to the idea of VAT fraud as a crime, highlighting the seriousness and relevance in economic terms of this criminal activity, we will descend into one of its most relevant manifestations, which is known as missing trade intracommunity or carousel fraud.

In this work the author proposes to approach geopolitics as a discipline and discourse of international relations, from a critical perspective. The objective of this work is none other than to analyze and understand geopolitics as a doctrine within the Theory of International Relations, as well as to know the factors that explain its development and relevance. To this end, a bibliographic review of the main authors of the classical Anglo-Saxon geopolitical tradition will be carried out, namely: Alfred Mahan, Halford John Mackinder and Nicholas Spykaman. Once the theoretical bases of the discipline have been clarified, we will approach the most recent reformulations of it. All this under a critical gaze, trying to delimit geopolitics and its authors in specific frameworks and discourses, both in time and space.

The evolution of history led the Iberian states to the constitution of barriers and antagonistic identities that for centuries nullified any attempt at cooperation. Hence, many works and authors have referred to Spain and Portugal as two countries that grew with their backs to each other. In this context, joint economic integration into the European Union played a fundamental role, generating a scenario of trust that allowed new bridges to be built between the regions. As a result, Spanish-Portuguese relations currently seem to be at their best, with successful examples of coordination and joining forces to achieve common interests. Given this reality, this paper poses the following question: is it possible to envisage greater integration between Spain and Portugal?

The legislative power and the bodies that govern the professional side of the sport are adapting to the new playing field by means of regulatory changes in the labour relations of football players, their federative and image rights or taxation for non-residents. All of this is reflected in the tax regime and treatment of clubs, professionals and agents, which the tax authorities need to clarify constantly and the courts need to interpret, given its complexity.

The Balkans, Europe's historically most conflict-ridden region, were unified for more than forty years, thirty of them at peace under Tito's leadership. Upon his death, in 1980, nationalism and tensions began to surface and gave way to a series of armed conflicts that lasted throughout the 90s and shaped the current map and context of the region. The objective of the work is to expose and reflect on what happened in that decade with a historical context, essential to understand it, and a critical perspective, mainly towards Western intervention in conflicts. In addition, a general overview at the current situation is presented and some future perspectives are attempted based on the current scenario and the geopolitical importance of the Balkans during history and today.

With the conviction that it has the power to influence the relations and policies of the States in its immediate vicinity, Russia is no stranger to the use of strategies contrary to international law, as happened in the case of Crimea. However, with the invasion of Ukraine in 2022, the Russian Federation is going a step further, resorting to the use of force in a clearer and more perceptible way than ever before, trying to hide it behind what they call a special military operation. For the purposes of the present work, a full analysis of the criminal type will be carried out to determine whether the operation constitutes a crime of international aggression and whether the International Criminal Court is competent to try the Russian authorities involved.

In a global context of constant growth, as shown by world GDP data, the boom in trade exchanges and foreign direct investment, few areas in the world are growing as much as Southeast Asia. The Asian region, bringing together all ASEAN member countries, plays an essential role in commercial, strategic and economic matters, despite the high cultural, religious and historical differences that exist between the member countries. If the Asian region manages to leave behind problems such as maritime and trade insecurity, unsustainable demographic pressure and trade and economic instability of certain countries, there is no doubt that Southeast Asia will be one of the pillars of the international system in the not so distant future.

This Master's thesis aims to explore and analyse the transition to the circular economy as an alternative model to the linear economic model, the challenges for Latin America and Peru. In the same way, it develops how the circular economy gradually became established and gained importance, with a special emphasis on the triple dimension of sustainable development. The aim is to provide an overview of the degree of progress in the commitment of the countries of the region, reflected in their national policies, strategies, programmes and measures taken in order to achieve the Sustainable Development Goals, always considering the challenges and benefits that this transition entails. The work consists of chapters, the first of which refers to the inception of the term of circular economy as a new paradigm for international society, and climate change as a consequence of global production caused by the surge in foreign trade. The other chapters include a chapter on why transformative change is necessary, a chapter dedicated to the degree of progress in Latin America, and another dedicated exclusively to Peru. Ultimately, the aim is to provide an up-to-date perspective on the subject under investigation.

Summary
Research on the monetary policies of Paraguay and Spain allows us to explore the differences and similarities in the economic strategies adopted by both countries, considering their economic, historical, and geopolitical contexts. Paraguay, an emerging economy in South America, and Spain, a consolidated member of the European Union, offer an interesting contrast in terms of monetary stability, inflation, exchange rates and fiscal policies. This is why the aim of this research paper is the comparison between the two monetary policies that not only highlights the particularities of each monetary system, but also provides a broader view of how countries address global and local economic challenges. The work begins with a brief historical contextualization and different theories applied in the field to apprehend the concepts that will help us develop the research and provide us with the tools for the correct analysis about the functioning and implementation of monetary policy. Having understood this, we proceed to the comparative analysis by describing the monetary policies employed in Paraguay and Spain, considering their socio-economic and political contexts, and finally to evaluate the results obtained in both countries. These results will allow us to reveal the fundamental differences in institutional structures and available tools, influenced by the degree of economic integration and the autonomy of their central banks. Country experiences provide valuable lessons on the management of monetary policies in different economic contexts. It is important to assimilate the value of a correct monetary policy for a country, especially in the current scenario in which we find ourselves, and international society with multiple actors, in which a monetary policy can affect international competitiveness by influencing the exchange rate of its currency. It is also essential to promote economic stability, simulate growth, control inflation, ensure financial stability and enhance the international competitiveness of a State in the current economic scenario.

This Master's thesis takes a theoretical approach to the issue of sustainability with the aim of researching the birth and development of the term circular economy, gathering information on its origin, as well as on the different currents of thought and business models that seek to achieve success in the new economic paradigm. It seeks to move away from the traditional model that has now become obsolete and highly harmful to both the environment and human beings. A comparison is also proposed between the two models, the traditional, linear model, and the proposed new model, the circular model. The aim is then to provide an analysis of the basic principles of the circular economy and both the proposed objectives and the benefits that this new model can bring. The risks and limitations of this model are also mentioned, in order to have a complete overview of the topic. The final stage highlights the measures adopted at European level and, more specifically, in the countries of Spain and Italy, in an attempt to provide a current and global view of the issue.

The emergence of China as one of the main powers in the world along with the United States is forced to look for new trading partners in other regions. To satisfy its growing industry, in the absence of the necessary raw materials, in addition to other strategic and geopolitical factors, China seeks to become the main trading partner of Latin American countries. This research seeks to answer the following question: How have the trade relations of the main Latin American economies with the United States and China evolved? Material and methods: This is a quantitative analysis of trade relations between China and the seven main economies of Latin American countries during the years 2000 to 2022 through the collection of data on exports and imports, comparing them with those of the United States. Results: The results obtained show a clear growth in trade with China, becoming the second trading partner in the Latin American region. However, the United States remains the main partner for several Latin American economies, having already been displaced to second place in the cases of Chile, Peru and Brazil. The variables used in the research reflect the high percentage that exports to the United States and China represent in the GDP of Latin American economies. Conclusions: It was possible to determine the importance of both China and the United States as Latin American trading partners for the economies of these countries, this is reflected in the total percentage of exports and imports, as well as in the GDP of each of their economies.

Maduro's legitimacy as president of Venezuela has been questioned internationally, especially by the United States. This country has historically been the main buyer of Venezuelan oil. Through the imposition of Executive Order 13857, the Donald Trump administration sanctioned the Venezuelan oil industry with the objective of achieving the reestablishment of democracy in this country. By evaluating the effectiveness of the sanctions on the Venezuelan oil industry, its strategy and the fulfillment of the proposed objective, it was determined that, although this measure meant the reduction of export income to Venezuela, it was not a successful strategy due to that, on the part of the government of Nicolás Maduro, it deprives the interest of staying in power over guaranteeing the purchase of crude oil by the main client of the Venezuelan industry.

In this Master's thesis, we will study in detail the influence that France has over its former colonies in order to try to clarify whether the accusations of neo-colonialism attributed to Paris in the past have real weight or not. To this end, using both French and international bibliographical sources, we will analyse the main structures, both state and private and both formal and informal, that give France a strong influence over its former colonies, as well as their legality.

Summary
This research analyses the emergence of regional sub-state entities as actors in International Development Cooperation, focusing the analysis on Galicia and the Basque Country. Thus, a general theoretical framework is provided in which various driving factors of regional external action are presented, focusing on one of them: nationalism. This theoretical part also introduces various concepts related to Decentralised Cooperation, always understanding it as a particular public policy. In the second part of the paper, the aim is to check whether the theoretical part of the paper on the causes of decentralised cooperation is also present in the two cases studied. In this sense, the greater or lesser presence of nationalist ideas allows us to understand the resulting cooperation policy in both Autonomous Communities. Finally, a comparison is made between the two regions, considering issues such as the institutional structure of cooperation, geographic and sectoral priorities, and citizen perception in this area.

This Master's thesis addresses the issue of social dumping in the fishing industry, through an analysis of working conditions in the fishing sector worldwide. It highlights the significant weight of fishing in the global labour sphere, adverse working conditions, including forced labour and human trafficking. It examines the mechanisms of fisheries regulation by the International Labour Organisation (ILO) and the European Union (EU), as well as bilateral agreements and the Common Fisheries Policy (CFP). It also discusses complaints and solutions from EU countries to social dumping in fisheries, including the catch certification scheme and sanctions for illegal fishing. Finally, the paper concludes with an analysis of the social standards that are met and assessed in the fisheries sector, underlining the importance of ensuring minimum working conditions for fishermen.
