Introduce knowledge of the policy-making process and the actors involved in it. It is also the objective of the discipline to analyze the consequences of political intervention on the economy and society. It is also intended to address the knowledge of the internal and external operating logic of public organizations.
Study and analysis of the public policy development process, especially in the study of the problem definition process and its analytical treatment, in policy formulation and in its implementation and evaluation. Analysis of the operating logic of the actors involved in the policy-making process: politicians, bureaucrats and pressure groups. Study of power and conflict dynamics within public administrations.

The specific bibliography will be provided by the teacher with the presentation and monitoring of the syllabus. If students want more specialized bibliography, it will be provided in personalized tutorials.
Proporcionar las herramientas esenciales para el análisis y definición de los problemas públicos, la toma de decisiones y el diseño de políticas públicas. Se busca capacitar también para la toma de decisiones críticas. Comprender el funcionamiento del escenario público. Capacidad de realizar análisis deductivos sobre las consecuencias previsibles de las distintas políticas públicas. Conocer, comprender y saber determinar la adecuación de las distintas herramientas de política pública. Desarrollar capacidades de trabajo y meditación individual.
• Theoretical and participatory blackboard classes.
• Interactive and participatory seminars.
• Tutored assignments: individual and group work that delve into a topic.

The final grade consists of three parts:
Exam (70%): demonstration of the knowledge acquired*.
Individual paper (15%): proposed by the instructor. The paper will address the content of selected readings and/or the analysis of a specific public policy.
Participation in seminars/interactive activities (15%): consistent attendance and active engagement in interactive classes and seminars, including completion of the assigned tasks.
* Passing the exam is required in order to pass the course (minimum score: 5 out of 10).
Class attendance:
Attending class offers several benefits, including a better understanding of the subject, acquisition of both group and individual skills, continuous learning, direct interaction with peers, and the opportunity to engage in a more participatory teaching-learning methodology.
It should be noted that the University of Santiago de Compostela (USC) is a face-to-face institution. Therefore, attendance at all classes—both lecture-based and interactive—is mandatory. In the cases outlined by Faculty regulations, students may request an official exemption from class attendance.
Article 130 of the Statutes of the University of Santiago de Compostela stipulates that:
"In any case, enrollment grants the right to attend and participate in all educational activities established in the course syllabus, as well as the right to be assessed. Likewise, it implies the obligation to attend and participate in the activities marked as mandatory in the course syllabus. In specific cases, the faculty board may grant an exemption from attendance. In such cases, if necessary, an alternative evaluation system may be applied."
The Statutes also state, in Article 35, that the Student Statute of the USC shall detail the rights and obligations of students and regulate the academic conditions of university life. Specifically, Article 9.2 establishes among the duties of students:
“To actively participate in academic activities that contribute to their education and to fulfill the academic responsibilities inherent to their status.”
In turn, Article 10 states that:
“Students must attend theoretical and practical classes and complete the required academic activities for each course, as established in the course guides and verified syllabi.”
For the justification of absences, reference will be made to the cases provided in Article 3 of the Regulations on Class Attendance for Official Undergraduate and Master's Degree Programmes at the University of Santiago de Compostela.
In particular, Article 3.4 of these Regulations establishes that:
“Attendance requirements for the educational activities included in the course syllabus shall be deemed fulfilled without the need for justification when absences do not exceed 10% of the scheduled hours, except in cases of activities deemed mandatory.”
The Title Report presents the following information:
- Student's personal work: 100 hours.
The teacher will provide the study materials at the beginning of the course and during the presentation of the syllabus. Regular monitoring of the expository and interactive classes is recommended, as well as the preparation prior to class of the materials corresponding to the topic of the day, in such a way that their understanding is facilitated.
SUBMISSION OF ASSIGNMENTS: Students must preferably submit their assignments through the virtual classroom.
ENVIRONMENTAL RESPONSIBILITY: With regard to individual or group assignments for this course, the following guidelines should be observed:
Avoid plastic covers or other unnecessary external wrappings.
Whenever possible, use staples instead of spiral bindings.
Print double-sided in “ink-saving” mode.
Do not use blank sheets as dividers between chapters or sections.
Avoid including appendices that are not directly related to the topics developed.
RAI EMAIL ACCOUNT: Students are required to use their institutional RAI email account.
INSTITUTIONAL TECHNOLOGICAL TOOLS: The use of institutional technological tools is mandatory: Virtual Campus, Microsoft Office 365, and other tools provided by the faculty and officially authorized by USC.
USE OF MOBILE PHONES AND COMPUTERS: The use of mobile phones is not permitted unless explicitly authorized by the teaching staff as a work tool; students are responsible for any legal or academic consequences resulting from improper use. The use of computers is limited to academic activities, such as taking notes or completing assignments using appropriate software tools as requested by the instructor. Improper use of computers may result in the student being removed from the classroom.
TEACHING-LEARNING PROCESS: It must be understood that the teaching-learning process (classes/tutorials) is private in nature. It constitutes an act of communication and exchange between the instructor and the students officially enrolled in the course.
